Workers & Resources: Soviet Republic is usually around $20 and seems worth it at that price and it is at $10 which seems like a genuinely great deal for a city builder/transit game.

Workers & Resources is such a cool idea for a game, but man it's intense. You don't just paint roads, you have to buy the machinery and materials, and pave them manually. As just one example
