Here is Western Europe. It's not variable. It's the new limit for everyone. 30 kph popping up everywhere now.

it says "the cars" as in the average car on the road.

Ah got you. I interpreted it as that larger vehicles are subject to slower speed limits.

They should be. We should limit by kinetic energy, not speed.
