Idk I think I'm leaning Agents of Shield style where the humans are partaking in some part of an alien species. When Carol looks under the tarp it seems like a big revelation in support to her theories. So my guess is that its an alien carcass that the We are using to harness it's telepathic abilities. I know it was explained as a "virus" in the first episode but I think other wise.

Hmm its very hard to make out what's under the tarps but it could be human bodies. I think Carol would have smelt decaying corpses and had a bigger reaction to death when she reveals it but I guess we'll have to wait for the next episode to find out

I was going to tell you to go back and look…but I went back and looked to make sure…on a bigger screen…and I was wrong: It wasn’t as clear they were bodies…so yeah, we’ll wait and see!
