I've heard it said that people who don't want power are the best ones to put in power. I guess they have to actually have some amount of responsibility and ability. And people capable and willing to have tasks delegated to them, unlike Augustus' senate apparently.

It would seem to be a delicate balance, finding someone whose sense of duty keeps them going without being a power-hungry bastard.
