In practice, Havas serves as an intermediary, executing contracts with U.S. firms on Israel's behalf. The documents show that since 2018, the company has received at least $100 million to promote Israeli tourism campaigns in the United States and it also works with other countries, including several in the Gulf, on similar projects.
