This is a proposal to have a weekly event where users could nominate and vote on a “Dbzer0 user of the week” to promote community engagement, also it would be fun as hell, this event could happen like on a weekend and could run from friday to sunday or friday to saturday

Hell yes. I approve and would back. Provided I was never nominated. People already know who I am and are either sick of me or ambivalent. But we got some great users who don't get enough attention. Granted I think we'd have to respect if they wanted to be nominated or not too.

we could have an opt out system where if a user who opted out gets nominated and gets the most votes, the title goes to the nominee with the second most votes

Could definitely work but personally I'd prefer a random thing. Someone gets nominated and then randomly one of the nominated (and approved to not be like... a transphobic asshole or something gets picked as the one. Gives everyone a fair shake and doesn't end up being a popularity contest but actually something to be like "Hey! Look at this cool user!"
