Explanation: During Sherman's March To The Sea during the US Civil War, Union troops gathered in the statehouse of Georgia once the state capital was taken and held a mock vote repealing Georgia's 'secession' from the Union.
Mock nothing, “All in attendance say Yay or Nay!”
Can't repeal legislation that was never (lawfully) passed :)
Not to come off as a confederate sympathizer, but I'm moderately certain they'd have has some rules about needing a quorum of elected representatives or some such.
