For what it's worth Trump can't pardon state charges which these seem to be, and it was Texas that arrested him. Since this guy doesn't seem to have much prominence I imagine it's probably more likely they throw him away for an easy "win" on that front. Like pretending that they're willing to go after "their own" for this but never actually go after anyone who matters.
