If your bomb covered the entire area in jello you could block air vents and kill people + computers in the bunker. Much simpler approach. Also, delicious.
It would be a race against death. The people inside would have to eat their way out. That's why you should keep them slightly hungry all the time.
Are you suggesting there could be some sort of Jell-O adoption race? That we have to start adopting Jell-O based platforms before the Russians outpace us in Jell-O based technology?
