The person in the poster looks like an athletic young adult and is featured on WW2 recruitment propaganda. They could be considered one of the faces of the Navy, at that point.

They would absolutely be called skinny in current year. I know this, because I'm almost certainly taller and bigger than this guy and I've been called skinny my whole life.
