According to Wikipedia, this ability is

Telepathic control of all aquatic life

Does this actually count? What constitutes a creature as "aquatic"? When I swim at the beach, am I considered "aquatic life" until I leave the water again?

actually, since all life descended from the ocean, Aquaman does have some slight mental influence on humans.

Has this line of thinking ever been explored in the comics or anything? This all seems like something that I would expect the creators to have addressed, but I just don't know anything about this character.

My immediate thought would be anything that requires being in water for some length of time to live.

I'm not sure where amphibians would fall though.
