I have heard of many reports of it being too inaccurate to use. How could Apple allow such a flagship app to fall into such disrepair when major iOS versions have literally advertised the new weather’s features?

Yr, the app from the Norwegian Meteorological Institute and the Norwegian Broadcasting Corporation.
It has predictions for everywhere, and (though it is a small sample of course) I've had accurate predictions from it in 3 different countries.
No ads.
