The Finnish Parliament ended up opposing Chat Control as well, but not because they ultimately oppose mass surveillance (of course not!), but that they want it to be "voluntary" on the part of the service providers, and also that this "voluntary" mass surveillance by the service providers must somehow not "factually lead to widespread and indiscriminate interference in the content of communications". They also said that the eventual "voluntary" mass surveillance must be "sufficiently efficient" – we wouldn't want inefficient mass surveillance now would we?
