Explanation: The Romans regarded Persian and Middle Eastern style autocracies (and to a lesser degree, Hellenic autocracies) as having a despotic character, unlike GOOD HONEST ROMAN autocracy which was DEFINITELY government by consensus (just with one man having all the consent)

The Roman emperors were no kings after all, and were rightfully upset when degenerate Greeks did address them als such. They were really just a PRIMUS INTER PARES. Don't believe that? Here, let me introduce you to these really friendly lions.
