The existence of such a "relationship" has only come from the mouth of UT Gov Spencer Cox, without any more detail than that, and then been repeated from there. Even if we take that as "bible truth", let's not forget about Grindr usage spikes at Republican conventions.
So they're trying to do an "immigrants eating pets" to start a rumor, get all the pundits, influencers and other talking heads to repeat it to elevate it to accepted fact status.
Basically. The guy who was publicly wrong as shit during his previous press conference is now trying to make more shit up to make himself look like less of a complete fool (unsuccessfully), and also provide his previous enthusiasm for targeting the left in retribution with some (albeit flimsy) justification.
I’m not saying that is as blatantly false on its face as the immigrants eating pets thing, but the rest of your comment is 100% correct.
