The purpose is to prevent immediate identification at a distance. If you see a bunch of guys in civilian clothes in a car, for example, you probably won't think "Oh fuck, soldiers coming in". On the other hand, if you see a bunch of guys in camo in a car, you probably think, "Soldiers! Juicy target."

By the time the guys pile out of the vehicle and you see they're carrying guns, you've probably lost the best window of opportunity for a strike.

For that reason, sometimes security details for prominent figures, even in the military, opt to not wear uniforms.
