Guy on the right is William F. "Bill" Cronin III on security detail during Operation Desert Storm. He was in Delta Force at the time.
Why do they not wear uniforms? This is still US military and not private security right? (Usually even private security wear uniforms.) I suppose he could be plain clothes to not draw attention, but carrying that large rifle kind of gives it away.
The purpose is to prevent immediate identification at a distance. If you see a bunch of guys in civilian clothes in a car, for example, you probably won't think "Oh fuck, soldiers coming in". On the other hand, if you see a bunch of guys in camo in a car, you probably think, "Soldiers! Juicy target."
By the time the guys pile out of the vehicle and you see they're carrying guns, you've probably lost the best window of opportunity for a strike.
For that reason, sometimes security details for prominent figures, even in the military, opt to not wear uniforms.
Fun story, Iraqi's are allowed an AK-47 per family, and often carry them openly. At least they did in 2005. Soldiers' Rules of Engagement were far stricter than US Cops as a result.
