Due to not punishing the traitors hard enough, we really only paused it.

I think this time it would be cheaper to just let them secede and pay relocation expenses for the remaining good people.

The confederates had indirect help from some other countries, but they didn't win so... Yeah.

You're thinking of the Revolutionary War. In the US Civil War, the Second French Empire was friendly towards the Confederates, not the Union.
