Put another way: South Carolina congressman Ralph Norman is out of touch with reality and doesn’t give a shit about his constituents.

I would normally have hope he would get voted out of office but I doubt his voters are smart enough to understand this impacts them.

Conservative voters don't understand anything. 99% of them will never hear anything about this. This is the same for 99/100 events that you've heard about in the last couple of decades.
