I'm from EU and over here depressed people sometimes use the bins in parks and on playgrounds when they are mentally unable to follow our strict recycling rules. For example, instead of bringing glass or styrofoam to designated recycling locations a few blocks away, they take small portions of it with them on their way to work (sometimes wrapped somehow to conceal what it is) and dump it in the bins while passing by.
Most of our rules don't apply to these bins. Still, we're not supposed to put things like batteries in.
I am not talking about recyclables. I am talking about household trash. We have to pay to have our trash hauled so people are instead driving down to the park to dispose of their trash.
