The meme is, presumably, about an old person having their meds stolen but since the thief left them money they’re now being prosecuted as a drug dealer, because cops basically never improve any situations they’re introduced to.

No, that's definitely not what the meme is about.

It is about the police preventing an eviction because the tenant paid $60 in rent.

Huh, interesting.

I interpreted it as they provided a room to an addict (who paid them some money to stay in that room) who then took the medication due to their addiction.

It's more that "they took in a woman to stay with them until she got her disability figured out, then she stole from them, then when they tried to get rid of her, she called the cops on them and now they have to put up with her" The moment she stole from them should've been the end of that, but now they're essentially being held hostage by this woman until they go through the courts
