Why native plants?
According to the The National Audubon Society:
Restoring native plant habitat is vital to preserving biodiversity. By creating a native plant garden, each patch of habitat becomes part of a collective effort to nurture and sustain the living landscape for birds and other animals.

This is so frustrating - there's actually legal precedent in Canada supporting naturalized gardens (Bell v. Toronto from the 90s), where the court ruled that natural gardens are protected as a form of expression, but municpalities still pull this crap all the time.
Sounds like at the behest of some meddling neighbour. I would casually walk by their yard and liberally sprinkle clover seeds on it.
What a world, where having clovers in your garden would be considered bad for some people
