I've read through a few of these now, and I still can't figure out what the source/evidence is that has convinced people that visa and MasterCard are responsible for this. That seems to me like a pretty critical detail, but noone has mentioned it.

The literal rule change they made that caused this explicitly states you have to follow payment processor guidelines:

Content that may violate the rules and standards set forth by Steam’s payment processors and related card networks and banks, or internet network providers.

They also basically cofirmed this was brought up by the payment processors.
