I'm pretty sure that's a bollard to block cars

I've always thought of bollards as being cylindrical. Por que no los dos?

You're probably right in terms of the name, i just don't know the correct name to use instead. Lots of places use big rocks to prevent vehicles from entering an area, whatever they're called.
