Germany had no real use for an aircraft carrier. There were airstrips all over mainland Europe to take over. Planes could easily operate from land to cover the North Sea, Baltic Sea, Mediterranean, and parts of the Atlantic.

The British Empire, USA, and Japan were the only powers who needed long distance power projection and relied mainly on the navy.
