That's much harder to do, both technically and (more importantly) politically. A lot of big businesses rely on VPNs.

Hasn't stopped governments from trying to ban eg. e2e encryption for consumers, to be replaced with a magical encryption method that the Good Guys can decrypt at will but the Bad Guys can't – not only hard to do technically but literally impossible
