Weakens? It completely does away with it. Why would you need the act in the first place if the states were protecting your voting rights to begin with? Who do they think was more than happy to implement Jim Crow laws and rampant racial gerrymandering for fuck's sake? Do you think those same states would then stand up and petition the federal government for violating the act themselves?
