Does anyone know the context of the complaint's purpose? Like was this for arbitration of some sort?

Yeah I read that. It doesn't go into the purpose and intent of what the tablet functionally was for in society. Writing someone a letter of complaint does not seem like a very useful thing to do or worth the effort of a scribe and firing a tablet. This had to have some real reason for creation like a legal court case type of affair.

Not this time, I'm afraid! My knowledge of ancient Mesopotamia is pretty shallow, though the legal case idea sounds plausible.
