That's fucken shit. You go through the effort to jump through their hoops and although they're not obligated to, the least they should do is a quick email to say you didn't get it.

You could call to follow up on why you were passed over, if that's something you thought worthwhile. Otherwise, I agree that you may have dodged a bullet.
