Bells on bicycles have been mandatory bin the Netherlands for decades, I've used them always and no, it doesn't cause any of the mayhem you're describing.

Just put the damn bell on your bike already

Fr, I live in northern Ontario and nobody has ever had any issues. They just look behind them, then move over to give me room to pass.

I still slow right down obviously but yeah not an issue.
