Lol it does indeed. My memory of the quote doesn't include Putin himself saying it. Oops!

It's been a frustrating saga hearing the west hem and haw over what they will or won't do, and at the same time complaining about Ukraine's progress in the offensive.

I'll leave my comment as a lesson on googling before posting.
