Most likely the tire is mounted backwards with regards to the rotation arrow.
I've seen a dealer's shop make the same mistake.
Nope, the rim is on the wrong way, I was so focused on attaching the hub and tyre on right, when I was all done and I tightened the last rim bolt, flipped it over and there was the valve stem righht where the brake caliper goes
