I don't think that sort of arrangement is all that unusual - deposits are generally used to gauge interest, in addition to funding the project. And they appear to have had CFL backing.

Where they got sketchy is the apparent lack of an automatic refund process.

imo, the lack of automatic refund process is where sketchy turned into fraud/theft
