Unless these features are put behind a paywall I don't see how they can ever be mitigated. And even a paywall won't keep everyone out.

Unfortunately open source AI models of all kinds are already so good I could gen an image of a world leader doing anything.

To be precise the AI models people use in these circumstances are either open models (specifically designed for NSFW content) or jailbroken models. In other words there's no limit to entry financially.

To top it all off the public models are typically the self-hosted kind, meaning it all runs on their devices. Though one caveat regarding AI CSAM in specific, the models required are the kind you have to "know where to look" to find.

It's all surface net so it's typically as simple as going to a "chan" board/site of some sort these days

there are already freely available models that can be ran on a modern gaming computer, the cats out of the bag and is not going to stop decimating the lizard population.
