But why is there"marines on street"? Isn't there a ground troops available to deal with inland issue?

There shouldn't be soldiers oppressing the people who live here at all, it violates the Constitution. But for what it's worth the Marines are ground troops.

They were originally part of the Navy, an amphibious force to attack from the sea. Obviously the need for that has very much declined. They are now an independent branch of the military but are technically still in the Department of the Navy.
