Not really. page 555 just take about deploying troops at the border.

Everything within 100 miles of the border or a coast is technically 'at the border' for the purposes of enforcement. That covers pretty much 90% of the US population.

I think within their definition, entry points to the country are the "border" as well. Meaninig all international airports.
