Their order where shoddy, so while the U.S. Treasury (Not CA treasury) should be paying for them rn, they probably are not rn and will try not to reimburse any costs, and the unit doesn't want to spend any money they aren't sure will be properly reimbursed. At the end of the day trump will try to get CA to foot the bill
