So if a rich person has a chauffeur park on the tracks, does the chauffeur have to pay a percentage of their salary as fines?
Or an Uber driver grabbing a gig for a billionaire?
Parking fines, which is what your proposal essentially is, are a regressive tax, in most cases.
Those are pretty good loopholes tbh. Vehicles that repeatedly violate the offence should just be seized by the city if there's a need to close the loophole.
I'm not saying this is a perfect solution, but fuck I'd love to see some accountability for the people who make a negative impact on society because they are selfish pricks.
