It's a fascist outlook, yes. In addition to the drive for some cooked-up notion of "normal" vs "abnormal", it's also the argument that "some people are too expensive to let live," which the Nazis also made. Trans people unfortunately fall into both of these categories of people-who-should-not-be. Plus it's the fascist impulse to direct the public to blame their woes on some chosen group that can't defend themselves. It's a tragedy how the Labour Party has become just another neoliberal party marching towards fascism.
