What are these devices mounted on some street-light poles? They look similar to precipitation meters, but I‘m sure they‘re not. Any ideas? (i.imgur.com)

It also has a camera as seen in the picture and its at least partially powered by a solar panel, hence I think it‘s fairly low-power. *Edit: Grammar

Also https://www.baranidesign.com/ makes them, it's a nice piece of technology...
