The Boring Company has a long history of being used as a means of preventing rail from being built.

Yeah, the Vegas loop, as I understand it to be built, would never be allowed by any sane or even rogue/mad civil engineer, and that's basically just a gussied up go-kart tunnel. No way in fuck they need to be allowed anywhere near rail infra.
