Would you use ‘shady’ to describe all foreign states or just the Arab ones?

I don't think Qatar, after the whole slavery scams and worker deaths that hit the news for the FIFA World Cup, is the one you want to be defending here. They are shady, regardless what region they are in.

Also, false dichotomy. Not all foreign states are shady, some non-Arab foreign states can be shady, and Qatar could still be shady.

Just all shady foreign states. Maybe just the ones murdering journalists and sawing them into little pieces?
