Idk if ancient Rome was ever a swamp? It was famous for it's 7 hills. Unless you mean Ravenna then sure it's 100% swamp.

Rome was infamously swampy. Malaria was rampant for just that reason. The Field of Mars itself was pretty swampy.

Rome being built only on its seven hills is a common misconception. Moreover it has also always been in the space in between and towards the river Tiber.
