When I was in college, living right off campus, there was always a cop car parked by the entrance to my apartment complex. For "security".

Every time I walked past and looked in the cruiser, the cop was playing WoW on his little computer. One time, a drunk driver rolled into the lot, right past the cop, and proceeded to swerve into and hit about a dozen parked cars while he watched. Guess he didn't want to risk getting involved until the drunk had passed out on his own.
