It's been in the works for years, so I wouldn't say it's relevant to Trudeau leaving office. In fact, him leaving office means he can't ensure that the project goes forward, since the incoming PM could easily cancel it. This is only an announcement that the government has said the project is ok, not that it's going to happen.
