I am open to be proven wrong but I do not see him justifying these kinds of numbers.

Chelsea buying from United were never going to be cheap when it's a player with regular playing time.

I think it's a combo of the market right now, him being young and having potential, ManU mostly happy if he stays for a little longer and with PSR academy players count for more than a normal transfer so they're like if you REALLY want him it's this high price
