Then put a lien on the property.
And any vacant building sitting idle for more than 12 months has a fine placed on it every following month. If the fine isn't paid, or 15% of sq footage is not reno'd, a lien is placed on the property.
And if an apartment building sits idle for more than 2 years, the owner has 6 months to either upgrade it or sell it, and the buyer must agree to complete a reno or demolish the building within 12 months.
Enough with this bs already.

That all makes a whole load of sense....which is sadly why it'll probably never happen....
