Right now, the answer to every 'Why isn't this working' question is essentially this: We've got one volunteer developer, and he's trying to keep the servers from crashing and burning.

People underestimate how many features like this don't start out as self-service, because developing them that way is a lot more work for uncommon operations than having one guy manually address a queue at the end of the day/week.
