The plan since bush got an erection from invading Iraq with made up wmds has been "do things no matter who cares, then take years explaining it away having already done it" and by then you've already done more questionable things. Look at Don, he lies 50x per speech and by the time you count 5 of them with facts 2 days later, he has another speech that morning somewhere else.
