This neutrality applies to the state (the Swiss Confederation), not to its subjects. And it mostly boils down to "we won't send troops to either side".

They'd be very neutral my ass if they weren't surrounded by democratic non-hostile states from which they steal through tax evasion. They benefit from the EU single market and open borders and contribute nothing.
